California has raised the Equal Access Fund to $70 million and expanded who qualifies for legal aid, yet there is only one legal aid lawyer in IOLTA-funded programs for every 7,000 eligible Californians.
This report looks at why legal aid organizations struggle to hire and keep lawyers and to build more diverse legal staffs, and identifies the pay gap with government and private jobs as the number one obstacle. It makes practical recommendations for legal aid organizations, funders, and policymakers.
