About this report
The Legislature asked the Judicial Council for this report on the Equal Access Fund, which pays for civil legal aid for low-income Californians. It evaluates how efficiently and effectively Fund-supported programs operate and how well they meet the needs of people without lawyers.
It concludes that nonprofit legal aid providers used their grants efficiently and effectively to help some of the neediest Californians, but that a tremendous need for legal help remains unmet, and recommends changes to strengthen the program.
