William M. Marticorena has spent almost 47 years at Rutan & Tucker, LLP, representing local government in the areas of telecommunications, public finance, litigation, First Amendment, inverse condemnation, property valuation, state and local taxation, and crisis management. He has litigated numerous constitutional disputes at all levels of federal and state courts. Bill is a skilled litigator and an accomplished transactional lawyer who has not only practiced in diverse areas of the law but also has lectured on a national level to a variety of professional groups on several of his practice areas.
Born in the City Terrace neighborhood of East Los Angeles to an automobile mechanic and a factory worker, he was the first in his family to attend college. As a result of his background and life story, Bill has always viewed community involvement and give-back as essential ingredients of his professional and personal life. Early in his career, he served on the Board of Directors of the Orange County Bar Association and as Editor-in-Chief of the Orange County Bar Association Bulletin. Bill was a Member of the Board of Directors of the Girl Scouts Council of Orange County and was a founding Director and two-time President of SCAN NATOA, the professional association of state and local telecommunications regulators, for which he received the Association's inaugural Member of the Year Award in 1997. He is also a Founding Director and Past President of the Harvard Law School Association of Orange County.
As were his parents, Bill is a strong believer in education, legal, and otherwise. In addition to years of educating other lawyers in Professional Education Programs, he joined the Faculty of Western State University College of Law as well as the University of California Irvine School of Law, teaching courses in Civil Procedure, Corporations, Media Law, Local Government Law, and Telecommunications. In 2014, he was elected to the Board of Trustees of Don Bosco Technical Institute (DBTI), a small Catholic STEM high school in Rosemead, California, and his alma mater. In addition to his full-time legal practice at Rutan, Bill served as Head of School, supervising the day-to-day operations of DBTI between 2017 and 2019. DBTl's target population is the economically and socially disenfranchised segments of Eastern Los Angeles County, with approximately 70% of its students being of color and on financial aid. During his two-year tenure, Bill made significant strides to move the school into financial stability and created a new technology, the first in almost 20 years, which focuses on preparing high school students for a college pre-med curriculum and, ultimately, medical school or some other life science career.
Bill's involvement with the California Lawyers Association and the California Lawyers Foundation commenced in 2016 when he was recruited by the Public Law Section of the California Lawyers Association to join its Public Interest Speakers Program. Along with other lawyers and government officials, he traveled to numerous law schools across the State to speak to law students and encourage them to commit some portion of their careers to public service, whether that be direct government service in either criminal or civil law, seeking elected office, or any other role whereby they can utilize their legal skills to make the law a just and meaningful pillar of society. In 2020, he was appointed to the Board of Directors of the California Lawyers Foundation and elevated to be its Secretary and a Member of the Executive Committee in 2022.
Bill received a BA from Loyola Marymount University (cum laude) in 1974 and a JD from Harvard Law School (cum laude) in 1977. He held the rank of Captain in the United States Air Force and resides in Laguna Hills with his wife and French Bulldog.
