About this report

The California Access to Justice Commission's 2025 Annual Report summarizes the Commission's work during 2025. Its Infrastructure & Innovation Grants program has now awarded 281 grants totaling $29.3 million to legal aid organizations, with a strong focus on immigrant and rural communities. The Commission has also distributed more than $600,000 in loan repayment assistance to attorneys at 18 legal aid organizations. The report covers advocacy for access to official court transcripts, lawyer referral services, pro bono coordination, public policy monitoring, and the new 2026–2028 Strategic Plan.
