About this report
This Strategic Plan guides the Commission's work from 2026 through 2028. It starts from a stark finding: 70% of California households have legal problems, but people seek help for only 18% of them. To close that gap, it sets three priorities:
Access to Lawyers: legal aid grants, loan repayment assistance, class action residuals, and more legal aid funding.
Access to the Courts: official transcripts for litigants who can't afford a private court reporter, and funding for court Self-Help Centers.
Access to Other Forms of Help: the California Legal Aid Interagency Roundtable, the “Your Life, Your Plan” project with county law libraries, Community Justice Workers, and better technology for intake and referral.
