About this report
The Commission's response to proposed changes to the State Bar of California's rules on lawyer referral services (LRSs). Drawing on the 2024 California Justice Gap Study, it recommends rules that keep LRS protections for the public while allowing more flexible collaboration with nonprofits, easing limits on multi-county coverage, and simplifying notice to the State Bar.
It also shows how LRS–nonprofit partnerships can reach more Californians, improve intake and placement, and support lawyers who offer affordable services.
